Ideas for entertaining 5, 4 and 3 yr olds at a party?

We're having a family party for my daughter's first birthday. We have a pretty big family and there will be some 3, 4 and 5 year olds (as well as a few babies). I am a bit worried about the older kids (not the babies!) getting bored as we don't have any entertainment or garden toys - Any ideas of relatively cheap things I can get that they might enjoy? Colouring/ sticking books? Dress up type things?! Just let them get on with it and amuse themselves?! Am completely clueless about that age group, all help gratefully received!

decorating cakes?
you can get a big pack of basics fairy cakes for about a quid, and then let them go mad with sprinkles and different coloured butter icing.

balloons! I'm always amazed by how long kids will run around chasing balloons - and it'll tire them out!
