Totally up to you! Will you put a cardi on on top? If not I probably would use a vest still.

Not a silly question. My 17month old has a short sleve vest under her dress, just because I like to have her chest covered. However, my firend was with me today and her DD just had on a summer dress, and looked happy enough.
Completely up to you.
