Small hard sole toddler shoes?

My DS is very happily toddling around the house now, I went to Clarks to get him measured for his first proper pair of shoes so he can have a walk around outside. I'm sorely disappointed! He's only a size 3, all the shoes they had in his size were velcro (he can undo these easily and always does, have lost countless pram shoes this way!) so I had to leave empty handed.

Does anyone know where I can get hold of size 3 infant shoes with an outdoor sole, but either lace up or buckles? Starting to think DS is never going to be allowed to walk outdoors!

Brantano were where we looked for DD (size 3 proper shoes) - but we ended up going to Next as they had a better range!
