How to get a pen pal for ds (9)

Ds would like a pen pal as he really wants to get a letter. But I want to ensure he is safe and the pen pal is actually a child (call me cynical).

Anyone recommend a good way to go about this?

This website claims to do safety checks, but there's a subscription fee. I haven't used them myself.
