cotton wool sticking to baby when drying

I am trying to do things by the book and use the recommended (by hospital)cotton wool and warm water to change baby. I think i will use wipes when out and about but the warm water thing is working ok at home. I am using little face cloth type things to wash him then drying him with cotton wool (the cloths are not quite absorbent enough to dry him). The problem i seem to have is that when i am drying him, he seems to end up with loads of cotton wool stuck to him afterwards. His scrotum can look like Santas beard! Cotton wool pads are a bit better but does anyone have any advice on how to overcome this? Is there a better way?

I always took this to mean wash with cotton wool soaked in water (or in a bath!) and then dry with a clean, soft towel. Or at least that's what I did. Hth.

Yes yes wet cotton wool balls to wash and soft towel to dry.
