If throwing a party for 20+ small children, never be tempted to wrap the parcel for Pass the Parcel in brown paper. It grows at a seriously alarming rate.

My own experience was not even a pure brown paper wrap, I alternated it with standard birthday paper (and a small prize in the middle) and this still resulted in a parcel the size of a 3.5 year old.

Surely your original mistake was to try to make it so that everyone got to do some unwrapping? Pass the Parcel is a zero sum game .... six layers of wrapping tops, one gift (none of this sweets in every layer thing) and, if anyone doesn't get a turn, tell them it's character building.
