How do I reference Every Child Matters?

Not sure of the dates etc for that one, but generally for official reports:

In text - (Name of Govt Department, date). So maybe (DCSF, 2002).

In reference list Department for Children Schools and Familes, 200x, Every Child Matters, London, name of department again.
