4 year olds and car seats

Dd3 is just 4 and still in her baby car seat with 5-point harness. Just want to know really at what point do I put her in a HBB? Really can't remember what I did with my older 2. Also, she sometimes takes her arms out of the side bits when she's in a strop lol so I'm wondering if she'd be safer in a HBB...?

She's quite petite but her head is right at the top now. I'm not sure what she weighs (but could just weigh her at home). What's the minimum weight for a HBB?

Current seat is safe until 18kg. HBB can be used from 15kg

18kg in weight or when her eye reach level with the top of the seat is when she would be recommended to move up to a high back booster
