How do you get your children to use less loo paper?

After yet another blocked toilet, and seeing one or two of my children use ridiculous amounts of loo paper and telling them off for it, I have realised I need to come up with a proactive strategy to get them to use less!

So how do you do it? Do you ration it? Do they have to come to you when they need the loo and ask you for it? I'm no way organised enough for that, but what do I do?

Used to use moist wipes - until we had a disaster last Christmas and they blocked the toilet, the sewers and ended up spilling horrible contents over the road!!

The man who came to fix it and clear everything up told me that they should never be thrown down the toilet as they don't disintegrate and frequently block everything up.
