How do I deal with 3 year old's screaming and other difficult behaviour?

DD2 who is 3 and the youngest of 3 is displaying very difficult behaviour lately and in particular screaming. I can't think how to deal with it. If I ignore her she becomes hysterical and then gets in more and more of a state wanting a cuddle. Time out doesnt seem to work as again she just becomes hysterical so the point in lost on her. She also talks horribly to her siblings. Help I need to rethink my tactics!!

Oh my 3year old has just discovered he can scream and his older sibs do his bidding to stop him! I'm just hoping it passes
