dd, 2.6, will only go 'al fresco'

my dd is doing okay with toilet training except - she won't wear pants. She will use potty if I let her run around with no pants but gets really upset if I try to put training pants or pull-ups on. So obviously I can't take her anywhere without a nappy.
Actually, she often asks for a nappy as well: will be quite relaxed for an hour or two with no pants and using potty, and then come up to me all of a sudden and demand that I put on a nappy.
She is 2.6 so she 'should' be ready to be trained, but I worry that her nappy preference might indicate that maybe she isn't really ready for it. I don't want to pressure her. What do you think?
I have been training now for about 2 months, btw, and while the 'wee' situation is going well, we have only managed to score one pooh in potty, so the progress seems slow. Should I just leave it for a couple more months?
