Where should I complain?

I bought half cooked chicken from Tescos on Saturday, when i went to use it yesterday I found it was covered in maggots (it was a sealed bag too)

Should I complain to the store I bought it from, or head office?

That is vile. Take it back and complain to the store manager and also write to head office.

I would send letter of complaint to head office but first get advice from your local trading standards and copy them into any correspondance you do.

As vile as it is I wouldn't take the whole thing back. If you want to take some back I would freeze a portion in case of it going missing or as back up in nay dispute.
