yep, it's down. Steve, who works for UKP, posted this on a different site:

" Hello, I am Steve from the other site.
The domain name servers for the site have, for some reason, been moved. Unfortunately this isn't something I can control and I am trying to find out who changed it and why. It does mean the site is invisible at present even though it is still there."

whatever that means!
