what do these programs do?

to be able to surf the net I often have to turn off programs running in the background. They say things like systray, rundll, osa, osd, nsmdtr, delayrun and backwebagent. What are all these things and is there anything I shouldn't turn off? I know I ought to either upgrade the computer or swap my norton programmes for something else but have to find someone to buy this machine before I could get another. I'm told an upgrade would be almost as expensive as replacement (by a nice man who has been good before about upgrades).
