I think I pay 10p for them. Depends on your network and contract, though.

Does he have a UK mobile still? If so, it should cost the same as normal for you to send. I've never been charged to receive texts abroad (as opposed to voice calls) but you do pay extra to reply. That's mostly in Europe though, Canada could be different.
