Persistent leak, after new roof

Hi, I am desperate with this situation. I bought a house three years ago and it came with a hidden leak falling through the window frame on the second floor. We changed the roof and covered with fibreglass the concrete gutter and it's still there. I just want to hear any idea or advice beacuse I don't know what more to do.

Not a builder so I may be way off but it looks like the bricks above the window are spalding. I wonder if they might be letting water in through cracks / mortar.

also from the picture it looks like the gutters a very shallow so I’d be thinking about replacing with something that has increased capacity

eta I didn’t see the 4th pic initially. Is that a ledge for water to pool or is that a gutter. What I previously thought was a shallow gutter at the front of the house must have been just pat of the wall!
