I’m looking for a flat to buy one I’m about to buy is

2 bed flat . 2008 built , 250 ground rent and 1740 service charge

just me living there. How much bills am I expected to pay?

there another flat in looking at with 3000 service charge and 250 ground rent but has gas and water included in the service charge

so I can’t decide what’s better

It is hard to say. Lots of variants.
It should be easy to work out council tax by looking at the council website.
Water can you go on the water company website, ours has a calcuator (which was reasonably accurate for us).
Gas and electricity will be dependent on lifestyle ds1 lives in a 2 bed newbuild terrace and pays 48 a month but works full time out of the house, my mum pays £75 for a 1 bed 2015 flat but is retired, I pay £128 for 4 bed 1930s and am always at home. So it's variable. I don't think the extra fees are worth it just for inclusive gas and water alone.
Insurance/broadband you should be able to use some comparison sites to have an idea.
You could ask the estate agent if the seller would give you an idea of their current bills.

My DS has a one bedroom flat with similar service charge to the first flat. He pays £100 electric only, water is £30, council tax £115.

I think price wise both your options are similar and obviously the service charge will be increased over time.
