Inheritance and difficult family member

My daughter was left some money in a family will of an aunt. The family member managing the will is being difficult about paying the money into her ISA and insisting she has already put the money in an account herself with my daughters name on it. Can she legally open a bank account for my daughter without my knowledge? Presumably she will have bought her birth certificate online? I really don’t get how people can buy identity documents like this? Not sure where I stand legally on enforcing she pay the money into my daughters own account. Any advice please as doesn’t feel worth paying a solicitor as only £500.

I have accounts in my children's names. Doesn't mean anything other than I can also access it as well as them. Tell the person they are legally obliged to distribute the money, not decide what account it goes in to.
