Child in care wants contact with mother

My child is in care and has been for a number of years through no fault of our own. We were both victims in this situation.
I will refer to said child as ( C )
They have now turned 16 and would like to have contact with me, I am very happy about this but concerned that the local authority (LA) will try to stop them.
( C ) has wanted contact for years but LA have denied them this. I know ( C ) has a legal right to contact me on their own terms but I'm concerned about what LA with have to say about it, I do not want them to make ( C )'s life difficult. I am unable to contact the social worker because we do not get on, they know what buttons to push and it just becomes heated.

So I guess my question is:
Has anyone else had an experience like this who is willing to share their story or is anyone in a position to possibly give some advice?

This is a very hard situation and going into detail is difficult so I'm sorry for being vague.
