Just reading this in the Guardian: Revealed: police refusing requests for background checks on violent partners

I've used CL and glad for it - never once considered my request could have been rejected. Some forces have a 5% response rate to requests. Not sure the reason behind the stats - I know police are overworked with reduced resources but this is still a failing. Should this safeguarding measure be given to a different agency?
