How can a start a neighbourhood watch scheme in my culdisac?

We have a major problem with youths in my street and my dh and i are sick to death of ringing the police and watching our properties be ruined and trespassed on by a group of 8-12 teenagers. They dont live in our street and appear to congregate here cos they know my next door neighbour. The council are aware that she allows kids to congregate on her property and are monitering the situation. I called the police last night because they attacked my car and pushed it down the road!!!!(its a small car and dont take much!)By the time the police arrived they had all disappeared inside her house and pretended noone was home. I FEEL POWERLESS. Police have been out again today and taken a statement and recommended starting a watch scheme but didnt tell me anything else. I know that other neighbours are fed up of the youths but ive always kept myself to myself and dont know how to start talking about the problems and haw to deal with it.
Have been told to take a camcorder out tonight and get faces on the camera for future ref!!! AM TERIFIED.

The woman who organised our scheme last year spoke to the Crime Prevention Officer at the local station first to get some info togehter, then sent a questionaire to all residents.

when we set one up in our street, a neighbourhood community officer (policewoman) or some such title came out and did a presentation and gave us stickers etc - we put notes through the doors in the street advertising the time and the place
