Can anyone search the Electoral Roll?

I am searching for my best friend at school, and after searching on 192.com, there has been no number, but informed that they are on the electoral roll as her husbands name is on there, as well as her name with her middle name!

Have to pay for the details, which I really can't afford at present.

There are two electoral rolls - one public and one private. You can pay to search the public one, but the private one is much harder to accesss.

It must be on the public one if it is through 192? lol
