I am thinking of applying for a part time job, there is a telephone no to leave your name etc., to receive an application form and there is also a number to call for an informal chat, would you ring and what would you ask, it is an office job in planning for the local council.

you could ask about the hours / duties / size of the team you will be working with etc even if it is just to confirm the details that you have. Its always a good idea to just get a better feel for what you would actually be doing.
