OK, I know quite a bit about this so here goes:
There is no such thing as being 'black listed' or a 'bad credit file'. Credit reference agencies keep records of previous financial records; credit cards, catalogues etc. Lenders and retailers use the information from this credit files (together with their own points scoring system (and that's a key part)) to decide whether to say yes. You can as titania has pointed out get copies of your files from all the credit reference agencies and if anything is incorrect it has to be changed. The situation jolou1 refers to and you mention nikola re: others who have lived at your address is very old, The rules were changed about 8 years ago so now the only people who should be on your credit reference file is you and anyone else "who has a financial connection with you".
some further info here

so to make it clear - info about previous occupants of your house will not be on there (and if my some remote chance/mistake they were the credit ref agencies would remove it immediately once you pointed it out)

I was credit checked and failed...because they said that i did not exist. After a protest they checked again and said I still failed as I did not have a credit history....now I really am confused....

I own my house, no mortgage, I have 3 credit cards but try to only use 'switch' when internet shopping.....and 4 bank accounts...so why don't I have a credit history or exist? [puzzled emoticon]
