You need to get legal advice and quickly.

If they are going for a permanence order then they are expecting your children to be in care long term, they may also be thinking the younger two are young enough to be fairly easily adopted. They are probably cutting contact as they feel it is not helping the children emotionally and with the behaviour of the 3yr old and want to limit the trauma.
Are they in care under a care order? Why were they taken into care?

Legal advice very quickly!
If your children are on child protection then you should be entitled to legal aid.
With not knowing back ground or anything more about your situation this is all info I can give you.
Good luck

What kind of order are your dc currently on? What are the longer term plans? Are the LA seeking a permanent care order or planning on adoption?
If they are reducing contact it doesn't sound like the plan it to return the dc to you.
Contact can be very difficult and emotionally disturbing for dc. If the dc are returning home it needs to happen and to build in frequency. If dc aren't returning to birth parents then the levels of distress may mean that contact reduces.
Talk to your lawyer about contact levels, make sure your view is clearly expressed and recorded.

There in foster care and social worker has done everything to make sure they are not returned home I have had contact once a week for an hour they have been away 7 months but the past 4 contacts my two kids are distressed and acting up after they see me so that's why they want the permance order and now cut my contact to forghtnightly for 1 hour

Your dc could be in foster care in a number of different ways.
Talk to your lawyer.
There are going to be key reasons your dc are in foster care and if contact is being reduced then they aren't changing at the moment.
Is the plan to free the dc for adoption as they are quite young? Or are they going into permanent foster care?
It is the court who will decide your dc's future not a social worker.
Your lawyer will know the answer to these questions or can find them out for you.

The foster carers say my kids never ask for me why is that

What was the allegation?

You say they were taken into care because of an allegation that has been thrown out. If it's been thrown out why aren't the children back with you?

They will start to reduce contact if the children are being taken into care permanently.

You need proper legal advice and fast

Also, it would have to be a serious allegation for them to consider permanent care and I don't think they could do that if the allegation has proved to be false
