How to start a journal?

I wasn't sure where to post this but I know there are plenty of people here qualified to anwer this. I have an idea for a professional journal but I don't know where to start. I know that have support from my boss and I am wondering how to get the ball rolling.
Is this possible or am I dreaming?

What profession would it be MrsDoolittle or is your name a big gigantic clue that I have just fallen over and managed to miss completely? I don't know anything but wonder if an appropriate publishes with plan would be the place to start.

Not atall, memder. I work in Health Sciences where there is wealth of professional journals, but this one would be very specific. What I have heard so far is that no publisher is going to give me advice for free.
