Anyone Clued Up on Local Elections? Why Does My Authority Only Have One Third Voting?

Just rang up to find out where my postal vote is and SLDC only hold local elections in thirds - how can this be representative?

(Didn't think to ask the woman!)

I think the idea is to promote continuity and incremental change rather than the council (potentially) changing hands every 3 years. And it was intended, in part, to insulate local government from radical swings in public allegiance to different political parties on national issues (eg voting against Labour because of the Iraq war, when it isn't really anything to do with local issues).

SLDC Have had problems though because most posts didn't have anyone standing for them not sure if yours was one?
Windermere and Pennington def had and will be voting in June or July instead.
