Dalek biscuits - are they legal?

I've got biscuit cutters in the shapes of daleks and Mr Men, also Bob the Builder and Winnie the Pooh, which I use quite often at home. However would there be a legal/copyright issue if I made them for selling at the school fete etc?

I don't think anyone would care if you're selling them in a charity environment, like the school fete. But in a shop it might be more of an issue.
