There is a kid aged about 5 walking up and down the street with a friend with a rock in his hand and they're dearing each other to throw it through someones window. This kind of thing was common last summer. What I want to know is, if they did throw it through a window and it was reported to the police would they do anything?

I don't know but if the kid was only about 5 I'd be tempted to go out and have a word myself.

I think they would take the kid back to its parents and tell them what was happening.

do you know the parent?

If damage to property is caused the police need to act no matter how old the child/person.
At 5 yrs he can't be held responsible but a good copper could coax the parent into paying for the damage.
It should be on record if he is causing criminal damage as if he continues this way appropriate servces will need to get involved with the family.
If lives in a council house ASBO can help with regard to the tenancy agreement, and if the window that gets broken is a council house, a crime number will be needed for free repair.
