Being Photographed Without Consent

Really not sure where to post this and I know what was done is not illegal. But......
There is a Parish Councillor who is campaigning for a footpath in part of our village. A campaign I support.
This afternoon he was photographing all the cars leaving the village which is where he wants the footpath.
I'm assuming that this is why he was photographing all the cars.
After I had driven past it dawned on me what had happened so I turned back and asked him if he had photographed me. He said "not you, your car." I asked him why and he said "for my own educational purposes." I did say that he should inform people what he was doing, he laughed, said you're a lovely lady at which point i just told him I was in a crappy mood and that he really shouldn't be doing this.
Where do I stand? I want to make a complaint but where do I start?
Any help would be great.

You're in a public place. People are allowed to take photos in public places. Like you say, it's not illegal. I don't think there is anyone you can complain to. A parish councillor is a volunteer, not a paid position so no employer as such. Guess you could maybe complain to head of parish council but doubtbyou would get anywhere.

He wasn't doing anything wrong, so I'm not sure who you'd complain to. Even if he took a picture of you rather than your car, he still wasn't doing anything wrong.

What bothers me most is the subterfuge involved in taking the picture in the first place and then the refusal to say what the pictures were for.

That's not subterfuge. He was in plain sight taking photos, and told you he was trying to learn something from the traffic he was photographing (you have a good idea that the purpose is strengthening his argument for the footpath).
