They have been together 15 years, married 10, 2 children. Never lived in France all together. Can he apply for a French naturalisation ? They got married in France !! Thank you !!

Pretty sure that they can - I believe that the threshold is 3 years of marriage before the application can be made plus some additional boxes to tick relating to fluency in French. I don't think that actually living France is a requirement. Best thing to do is check on the French Consulate website for specifics.
