This sounds like it might be better posted in Money/Legal or whatever that topic is called. I would have thought parental rights are about the parents' positive rights, such as access, whilst their responsibilities refers to their obligations to their child, such as maintenance. Can't even guess at the answer to the other two though... Sorry!
