Old landlord asking for new address

I'm moving out of my house this weekend and my landlord has just said he needs my new address for council tax? I don't really want to give him my new address simply because I don't like him. Does he really need it or is he just being nosy and annoying??

I am a landlord of a flat and by law I have to put the deposit in the deposit protection scheme and when I fill in the online forms to return the deposit, and to change the details of the new occupier it has a space for current occupiers' forwarding address or new address and won't let me complete the online form without it. You know the usual * required field notice. As a landlord if the tenant was reluctant to give me a forwarding address I'd assume he was about to leave me with unpaid bills or the like.

I meant to say it's the same for council tax and the utilities bills etc too.
