Do journalists report the news or make it?

I know there are a number of "meejah" types on MN and truly, I'm not trying to be horrid to them, but I'm becoming more and more convinced that there is a trend for the journalists to "make" the story rather than simply "report" it.

Perhaps a poor example, but the BBC's reporting of the intial stages of Hutton seemed to me perhaps less than disinterested, and there seemed to be a good deal of suprise on the part of the BBC that the enquiry found any issues with the BBC at all.

Another example might be the MMR? Are the newspapers reflecting higher levels of public concern or generating it?

Who gets to decide what is in the public interest? And, should they?
