Deleting temp files

My computer won't let me delete temp files. Its running really slow and keeps chucking me off the internet for no reason so I thought I would run the disk cleanup but it won't let me. I was able to delete cookies but that was all and it made no difference to the running of the computer at all. I do know how to re-format it but was hoping I wouldn't need to.
Does anyone know what else I can do that might speed it up?

why won't it let you delete files? what does it say? have you closed all applications before trying to delete them?

I have tried to delete them from the start menu and also from the tools menu. When I try and do it, the computer just freezes. I close everything down before trying, but the computer does nothing.
I am also attempting to defragment it but again, it is doing nothing.

I have Panda Platinum 2006, I think that has spyware.
It seems to be defragmenting now, but it is taking ages. Its been doing it for the past 45 minutes and its not even half way through yet.

If there's a spyware program running, the defragmenter can't check the files it's using, so on some operating systems it just stops. It may well be spyware that's slowing the pc down in the first place. I use Adaware & Spybot, which get rid of most stuff

The defragmentor is working, but its just so slow. Admitedly I haven't used it for months but I never remember it being this slow.
How can I check if I have spyware on my Antivirus?
