It comes in both forms. Personally I would recommend the paint on kind as it is much cheaper and easier to get on without spreading everywhere. The secret to a lovely finish is to sand down, wipe down with damp cloth, let dry, laquer with no dust around. Let dry. Sand down again, but with finer paper, wipe down with damp cloth, let dry, laquer again. Sand down a third time, etc. etc. When you are painting on the laquer, it is enormously important to not have too much laquer on the brush and to only use the tip 3/4 inch of the brush and to brush in the direction of the grain of the wood and to do final brushing in only one direction (ie no back and forth).
