Lost foreign driving license - what do I do next? HELP!!!

I can't find my European driving license. Called my (forever helpul ambassy - sigh!).... they said I had to deal with the British authorities as they cannot issue me a new one.... so which British authorities? Has anyone got any info/tips..... thanks !
