Paypal new user agreement

Does anyone know where on the paypal site I can go to to accept this? My account access has been limited because I haven't done this yet and it won't let me pay for an item I've won.

make sure you go to paypals website and sign in properly, sounds like a scam to me.
my account is working fine

If you go into "my account", is it not at the left hand side in the blue box? I think if you click on activate account, it might take you there, but it's such a long time since I did it, I'm not sure.

Oh, and always sign it at www.paypal.co.uk, or via www.ebay.co.uk through "pay now"
