mobile phones - video calling - what is it?

as im looking for a new phone and looking on the specs..its showing video calling...

anyone help pls?

Its when you ring someone else up who has video calling too (im not sure if it has to be the same network) and you can talk to and see each other.

Video calls are more expensive though.

thats what i thought but wasnt too sure
