How do you word a character reference?

It can't really be 'He's a good bloke and is good for a laugh' can it?

Friends of ours have asked me to write a character reference for them to submit as part of their purchase of a daycare/nursery. The DH will be the licensee so the reference will be for him. I basically need to say that he is an honest and trustworthy chap and that I have known him for 4 years ... but I don't know what the official wording of such a document should be. And should I add something about being good with children, that I would entrust the care of my child to him? Which I would, he really is a great guy and would be fantastic working with children ...

I have known xxxxxx for at least x years in the capacity of friend/relative etc.
xxxxx is a native of land of nod and now lives in sleepville working in the sleeping tablet factory. xxxx is married to xxxxx at the above address with their children who are xxxxx.
XXXXX has x qualifications and trained to xxxx of excellent character, trustworthy, honest and good at his/her job. There are no complaints recorded against xxxx and I recommend xxxx to your organisation without hesitation.

Not long but to the point and gives them what they want to know or to be clarified.
