Who do you report a shopkeeper to for selling to 13 and 14 year olds?

trading standards i think

have rung them

I think the county council would probably be interested too.

they are sending a trading standards person in undercover
then while they are there a child whose parents have agreed to them doing it goes in and asks for cigarettes to see if TS can catch them out.
