nasty sounding dog

i still feel annoyed today, i rang council up about this dog that we have to go past to go to school, he growls at us and sounds so vicious as it jumps up to the corner of the garden whenever someone goes past.

anyway, in the last few days the fence has started to come away from the post and i worry that the dog may suss out how to get out, if it does this i fear that he will either go for my son whose 3years8mths or me, and im pregnant

or some kids will tease him through the fence and the dog will go after them (i know kids would be in the wrong in the 1st place but saddly i think this is highly likely to happen)

so i told the council all about this and apparently the dog has to come out, bite/attack someone before they can go to the owner! Angry

surely it would be better to prevent this from happening rather than have to put dog down afterwards and tend to a bitten person/child!

sooooo do i just leave things as they are or do i knock door and ask nicely that im concerned and could they secure fence? does it sound cheeky, would you be annoyed if someone knocked your door?

not sure what to do, so need some views on this
