Hi, I bid on an item this afternoon and won it. I paid by paypal which is what the seller had requested. I got an email from her via ebay a minute ago to say she cant accept the paypal payment as she only has a personal account. She says she is new to all this and doesnt know what to do. Meanwhile my paypal payment is sitting in my paypal account waiting for her to claim it. What happens next? I new to all this!

you could send her it directly through paypal.go into your paypal account, then into send money, and then enter her email address and the amount you want to pay.be very careful though that the seller isnt a con artist!

don't blame her for being new- it can be a bit confusing. If she hasn't claimed the Paypal payment, you can recall it, and send her a cheque or PO instead.

she could easily upgrade - it wouldn't cost her anything

It doesn't cost to upgrade but you do have to pay an extra fee on every paypal payment from the minute you upgrade. I did it when I sold a few things recently - you have to upgrade to accept credit card paypal payments but if they are through a bank account you can receive them free.
