Punctuation question for clever clogs

What do upside down question marks and exclaimation marks mean? (They're on some keyboards and my mobile phones I've noticed.)

They're used in other languages (Spanish for one, as far as I remember). They're often used in pairs, one upside down at the beginning of the sentence and one the right way up at the end, but they mean the same thing as they do in English.

Ahh, yes I think I've seen it written that way trefusis and assumed it was used in other languages. I don't speak another language (to my shame, apart from minimal school-girl French) so wasn't sure. Thanks!
