How' s your Latin?

Please can someone tell me what "Drago Dormiens Nunquam Titillandus" means? It's the Hogwarts school motto and I had to admit to DS1 that my Latin leaves a little to be desired when he asked me what it meant last night. I'm guessing "dormiens" has something to do with sleeping/rest but the remainder has me stumped.
