What is everybody doing today?
I have a 4 month old little girl and would like to find new friends. Preferably other mother friends with children in the same age range.

I think you need to go onto Mumsnet local, if there is still such a thing. Baby groups, toddler groups and library sing and bounce groups are great for meeting other mothers with children your DD's age.
Your HV will have a list of local baby & toddler groups, I think.
