Anyone own a preschool/afterschool club/nursery vehicle???

Hi, I am looking to buy a vehicle to transport children to/from our preschool, which in itself is not a problem:

However, the insurance for the vehicle is VAST - and costs more than the vehicle itself. How do small establishments manage? Is there an insurance provider I have missed?

Any help welcome.

The nursery where I work used to have a minibus but got rid of it when the insurance rules changed a couple of years back.
IMO it's not worth having a nursery vehicle. Is there no way of walking with buggies or a walkodile, or getting public transport?
