Biting 4 year old

Hello my girl is near 4 years old and still bites I have tried telling her off and keeping her away from the people she bites but even after a month of not see them she still bites I just don't know what to do and it's making me feel down and stress because I feel like I can't take her anywhere for the fear of her biting even if she doesn't bite she has to nip or hit the person. please help.
