You need to start writing down dates and times of every occasion where they threaten you, make noise, smoke weed, etc. Write down the time/date, what happened and how it made you feel. The council housing dept (or your housing assn) may even give you a form to fill in.

The council won't do anything without that. You may need to keep updating the list with details of incidents for a few weeks or months before they'll do something.

If you find they won't help then you need to find who your councillor is for Ward - they may be able to help and can easily kick council staff into action.

They won't do anything about someone walking around all night upstairs. Buy some ear plugs as that will help you to sleep.

Have you requested transfer to another flat?
