is it right for lunchtime assistants for shout at 4- 7 yr olds ?

Need more context.
If what the child was doing was seriously dangerous, I can understand the member of staff losing it a bit out of fear. Not ideal, maybe, but we're only human.

I visit lots of schools with my job. A lot of shouting goes on in many of the schools I visit. Some of it is very unpleasant indeed.
